The practice of the peasant chiefs of the Tomsk province at the beginning of the 20th century: State control over the institutions of peasant self-government

Abstract

The publication considers the administrative functions in the activities of the peasant chiefs of the Tomsk province after the introduction in 1898 of the "Provisional Regulation on the Peasant Heads in the Provinces of Tobolsk, Tomsk, Yenisei and Irkutsk." The introduction of this institution was aimed at establishing a uniform and effective mechanism for collecting taxes and control over all spheres of activity of the peasantry. The author concludes that the exercise of the administrative functions entrusted to the peasant chiefs justified the establishment of the post.
