Abstract
We propose a new approach to the development program for a raw-material base based on public-private partnership (PPP) mechanisms. This scheme is applied in production infrastructure development projects financed by the Investment Fund of Russia. This is a Russia-specific mechanism; thus, a special toolkit is designed for its assessment and formation. Our approach is based on synthesis of a simulation forecasting model and a planning model formulated as a bilevel Boolean programming problem. The technique applied in the proposed approach is presented using the examples of the PPP mechanisms practiced in Transbaikal.
