The paper discusses the nature of digital constitutionalism as a phenomenon of the domestic, integration and international legal order in the transition to the fourth industrial revolution (4IR), which combines digital, informational and constitutional-legal components; as a concept and doctrine, digital constitutionalism connects and converges the normative and substantive requirements of constitutionalism and the informational, technological capabilities of modern society, the electronic state (e-government). The article reveals the relationship between the information society and modern constitutionalism (in the Russian and comparative context), the role and significance of the ideas of the rule of law, legal state, good and effective governance for the development of the conceptual and normative foundations of digital constitutionalism, the prospects for using the principle of heterarchy in the system of digital constitutionalism and digital legal environment.
