Abstract

The response to the pandemic of the new coronavirus infection in different states differed in the degree of its intensity in the restrictions on the constitutional and conventional human rights. The article raises the question of the need to change the standard templates for assessing the constitutionality of antiviral measures in favor of finding new criteria and schemes for balancing private and public interests in a pandemic. The lack of information on effective ways to deal with the new coronavirus infection is a key factor in changing public perception of human rights restrictions. In such conditions, the protective function of the state increases. At the same time, all branches of government show solidarity in the search for effective measures to stop the spread of infection. The success of these actions depends on transparency and community input.
