Abstract

A system of models for the use of natural resources in the region is presented with a detailed land unit reflecting the multipurpose use of land, which makes it possible to obtain comprehensive land valuations. The system of forecasting block models includes models of three levels: sectoral national economic models, a model of integrated development and use of natural resources of the region, models of functioning and development of industries in the region, and the content of the second block is an imitation of interaction between land use entities. Comprehensive assessments of lands of various categories in this system of models reflect both the differential rent arising from the use of land resources of a given region in comparison with other regions of the country and the interzonal rent within a given region. Such integrated land assessments take into account not only the differential rent and the direct costs of improving or developing a specific category of land, but also the additional costs of other limited regional resources, which distinguishes these estimates from the element-by-element estimates of agricultural land. The system of payments for land includes standards: payments for the use of land, including for targeted use and compensation payments for the withdrawal of land for inappropriate use, as well as payments for the pollution of land resources. Also presented are methods for calculating rental payments based on comprehensive land assessments and a system for distributing land payments between state and local budgets
